Ladies and Gentlemen
Dear readers,
Climate protection and climate adaptation are central tasks of urban and local development today. How we plan and build has a direct impact on the microclimate and also has consequences for the global climate. With their urban and local development planning and the land use plans that they draw up, the cities and municipalities have a major influence on the inner-city climate and on the quality of life for all of us.
Against the background of global climate change, urban planning has changed its priorities and broadened its focus. In the past, the focus of planning considerations was on keeping the air clean, i.e. the fight against air pollutants. Today, planning must also and specifically deal with aspects of climate protection and adapt urban structures to climate change. This was already underlined with the amendment of the building code in 2011, which upgraded large-scale climate protection to a legitimate independent goal of land use planning.
The state government sees climate protection and adaptation to climate change as central design tasks. With the Climate Primer, the Ministry for Regional Development and Housing would like to provide tips and suggestions for solution concepts for cities and communities that ensure climate-friendly construction not only when planning new settlement structures, but also in internal development.
I am convinced that there are numerous starting points at regional and especially at municipal level to convincingly implement climate protection and climate adaptation concepts. And I hope that the information in this climate primer can usefully complement the existing specialist knowledge on site.
